i might be being thick but i dont think it will matter because you will end up in the same position whichever way you do it!

180 degrees out means the crank is the wrong way i.e on the return stroke rather than the upstroke or vice versa hence will be shoving pistons wrong way to compare with valve opening/closing = no compression normally. Thats how I understand it anyway, basically in layman's terms it wont start lol ;)

i confused???
u say u turn the crank and after half a turn the cams do a full revolution?

normally 2 full turns to get the cams to do one rotation so half a turn would turn the cam pulleys a 1/4?

the cam pullys turn fine when it is lined up with the tdc mArk and the crank is lined with the tdc mark i put the timeing belt on i turn it bye hand 3 quarters of the way and it stops

sounds seized? maybe a valve stuck open?
have the cams been removed at all?

ive had this before while timing a xe first turn the bottom pulley so the timing mark is at 3 oclock postion then put your top cam timing into postion after that adjust the bottom pulley to its timing mark this will correct yor fault and allow you to put the cambelt on and time it perfectly

whats is happing is your bottom pully is incorrect at the mo ie piston to high in the bore so when u try and move the cam the one of the valves is hitting the piston this is why it wont move

all the timing marks should line up best bet take the belt off line up all the timing marks pop the belt back on then turn it by hand, make sure it turns over ok a few times

hope you havent tried started it?? bent valves if you have

How did it run when started? Mint? Or misfiring?

If all is well when running, dead battery? Starter Motor? Starter Solenoid?
